Piano Commerciale di Ripresa e Resilienza

is a forward-looking initiative that aligns with Italy’s and Europe’s shared vision for a green, inclusive, and innovation-driven future. Rooted in the values of resilience, circular economy, and smart growth, PCRR is a commercial and strategic response to climate challenges, leveraging public-private synergies, cutting-edge R&D, and digital transformation.

Powered by the six missions of the PNRR (Piano Nazionale di Ripresa e Resilienza), PCRR integrates the goals of the European Green Deal and acts as a platform for Innovative Startups (DL Rilancio, art. 38/7), pushing the fossil fuel consumption curve from 100% to ZERO.

Starter Kit

The Starter Kit provides a comprehensive set of tools and resources for organizations and individuals interested in replicating or collaborating with the PCRR model. It includes detailed guidelines for incorporating startups under Italy’s innovation legislation, as well as access to funding opportunities supported by the PNRR and broader EU programs. The kit also contains templates for activating local innovation districts and offers direct contacts to facilitate co-development and regional implementation.

Business Plan

The PCRR Business Plan s a strategic and replicable model designed to accelerate

the green transition, create new jobs, and balance territorial development across regions. Its primary aim is to support high-tech projects that promote fossil-free solutions, connect public investment from PNRR Missions to private sector innovation, and nurture the growth of inclusive digital ecosystems. The plan focuses on building innovation hubs that drive entrepreneurship, skill-building, and sustainable development. It also mobilizes capital, networks, and knowledge-sharing platforms to ensure impact and scalability. The key areas of application include renewable energy systems, smart grids, green mobility infrastructure, circular manufacturing, digital education, and social innovation initiatives tailored to territorial cohesion.
